In view of the poverty that Turkey was suffering from in the number of doctors, and to encourage it to open the door for foreign doctors to practice medicine on its territory, the Turkish government passed a law on 10/11/2011 allowing foreign doctors to work in Turkey and organize their work, and the text of the law stated that the right to A foreigner may work in all fields of medicine in private institutions inside Turkey except for (dentistry, pharmacy, and midwife) and the law excluded from this exception those of Turkish origin.

Conditions for practicing medicine in Turkey:

Foreign doctors can work in private medical institutions in Turkey, after providing the following:

  • Submit a certificate equivalency document

  • Submitting a Turkish language certificate at B2 level from an accredited center

  • There is no legal obstacle preventing the individual from working

  • Obtaining permission to practice the profession from the Turkish Ministry of Health

  • Submitting a job application to the institution in which the doctor wishes to work

So, in order for the doctor to be able to work, he must take a preliminary step, which is considered the most important step in his work, which is to amend his university degree. In order to amend his certificate, he must prepare and translate the following papers:

  1. Original Bachelor's degree attested by the Ministry of Foreign Affairs.

  2. Transcript of transcripts original authenticated by the Ministry of Foreign Affairs.

  3. The equivalency of the general secondary certificate at the Turkish embassy in the country in which you reside or in the Directorate of Education in the city in which you reside within Turkey.

  4. Passport copy.

  5. An official power of attorney for the purpose of the equivalency procedures translated and notarized at the Turkish embassy.

After that, the papers are submitted to the Turkish Ministry of Education and Higher Education in Ankara. You start submitting your file if you are in Turkey "in person” or outside Turkey "through an agency agency” to follow up on the file.

During the approval phase of the amendment, the following must be done:

  1. Learn Turkish.

  2. Passing the STS equivalency exam: It is held twice a year in February and August. It consists of 120 questions. Every 4 errors in the exam are crossed out. One correct is crossed out. The exam can be entered during the period of the year in which the certificates are examined.. It is not required to wait until the procedures are completed.

  3. Completion of mandatory training in a government university hospital for a period of 6 to 9 months in various medical departments

After the doctor completes these procedures, which take about 8-12 months, the doctor can work in the medical field after submitting an application to the private institution in which he intends to work

The application is attached with (the certificate equivalency document and the Turkish language certificate, along with the document of practicing the profession and the contract stating the pension that he will receive by the private institution in which he will work) and sent to the city’s health directorate

If the documents are complete, they are sent to the Ministry of Health

The file is evaluated, and if the evaluation is positive, it will be given the profession practice document after registering the certificate

He submits an application to obtain a work permit through the profession's practice document, through the Directorate of Health

  4. Rooms containing two patient beds should be appropriately separated for use when necessary.

  7. The presence of stairs, corridors and elevators
